At Elfant Wissahickon Realtors, we believe that strong communities are built on secure homeownership. That is why we are proud to recognize Katey McGrath and Charlotte Kormann for their leadership and advocacy on behalf of Philadelphia homeowners. As active members of the Greater Philadelphia Association of Realtors, they testified before the Committee on Law and Government regarding the widespread impact of tangled titles across the city. Tangled title issues create serious barriers for families who should be able to fully own, protect, refinance, transfer, or sell their properties. Without clear title, long time residents and heirs can find themselves in costly legal limbo, unable to access insurance, financing, or critical housing resources. In a market where rising property values should create pathways to generational wealth, unclear ownership instead locks families out of opportunity and threatens housing stability in Philadelphia neighborhoods.
Addressing tangled titles is essential to advancing housing reform, preserving homeownership, and protecting generational wealth in Philadelphia. We are grateful to Councilmember Kendra Brooks for convening this important hearing and to Mayor Cherelle Parker for prioritizing housing solutions that strengthen families and neighborhoods. GPAR has urged the City to focus on stronger interagency coordination, expanded funding for the Tangled Title Fund and legal services, proactive community education and outreach, improved data tracking, and prevention strategies that reduce future title complications. Elfant Wissahickon Realtors supports these efforts and stands ready to partner in meaningful solutions that protect homeowners, expand access to resources, and ensure that Philadelphia families can build and sustain long term equity. Trusted since 1993, we remain committed to responsible advocacy and a stronger housing future for the region.
